in looking at the ones produced are they all tender driven?

Absolutely not, but I only Have an early Pacific.
There are many. Some are Mantua's of course

With the exception of the 4-4-0 General and the Chattanooga Engines, all the rest of the Tyco / Mantua steam engines are motor mounted in engine type.. Carl

The 4-4-0 had the motor in the tender, with a driveshaft to the drivers in the engine. So technically no, it was not tender driven, but yes the motor was in the tender.

Isn't the "Clementine" 2-8-0 tender driven too? I assumed it was the same engine as the Chattanooga only in different paint.

Yes you are correct. Clementine is the same as Chattanooga,Royal Blue,Santa Fe etc. and the clementine paint job was only offered in 1979 .
