is it normal practice with these cars that the holes for the ladders are pre drilled,but the handrail above the stirrups on other end are not,even though handrail is supplied ken

I have all 6 cars in the series and none of the left-side holes are drilled, although I did note that the plastic shell underneath has a recess for grabs to be installed. But all my examples came used (pre-assembled) so I don't know what was in the kit contents.

Curiously, two of the cars (Burlington and Crazy Crystals) actually have some fake grabs printed on the metal side.
