Refresh my memory again please. Is it OK that a PTed Loco starts off moving slowly by itself on the track, no rolling stock, then picks up some speed and runs better? Is cleaning going to improve this, or would new brush springs help?

That's inevitably due to oily brushes. Once the oil heats up, it thins and there's less drag. Soak them in a decent solvent, and use alcohol or contact cleaner to clean the commutator and motor. Add a tiny drop of oil to the shaft between the brushes only if necessary.
