Hello Happy Modelers ! Has anyone ever built the "Gateway Central II Red Wing" layout? This layout looks really interesting. Many thanks in advance for your replies.

I haven't built this layout. My 4x8s are much more intricate than this with multiple levels.
But if I'm not mistaken this was a Model Railroader project layout, and complete articles on building it should be in the back issues. I have archive access, so I'll see if I can find the relevant issues.

Found it! December 1994 Model Railroader has a ten page spread on building this layout.
