Many of the old cabooses use metal ladder stock for the end ladders. I've also put it on locomotive tenders. Lately, I've had a hard time finding a source of it, but some days ago, I came upon a source of etched brass ladders in HO scale (the same place had N scale ladder stock).

It's not especially cheap, but I finally found some. Unless I go hog-wild on cabooses, this should be a lifetime supply:
