 Replace plastic wheels with metal wheels?

Some time ago I remember reading about a neat idea for getting better electric pick-up on Tyco diesels with PT by replacing the plastic wheel side of the non-powered truck with metal wheels. I have searched for this post without any luck. Please post the link if you know what I am talking about.

The main problem in doing this is that Tyco used 1/8" axles on there wheels and I've not been able to find insulated wheels with this size axle. The person that came up with the answer to this problem devised some way of making axle bearings to fit the Tyco PT truck. Thanks.
