I'm pondering purchasing this lot of trains from an online seller. He photos aren't great. Have a look and let me know what you think it's all worth. After a few posts I'll tell you his asking price. I'm on the fence..

Seller says there's enough track for a "4x8 Layout". I'm wondering if it's the layout expander system?

That's what I was going to suggest. No more than $10 each for the locos.

I don't know your "level of expertise" on these subjects, so I'll just throw out my two cents. Keep in mind that all of this is variable: some things sell for more in other parts of the country, some sell higher online, sometimes auctions go crazy high, etc...
I agree about 10 for the two steam locos, maybe less on the little diesel. Those particular steam engines tend to look better than they run, so be aware of that before you buy. That little switcher will probably run, but won't pull much.
Personally, I wouldn't buy the transformers or the track. But if you do, they're not worth much. Is the track used or new in the bag? Is it brass? It appears to be brass. Brass is not bad, but more maintenance. Especially if it's used. Then you'll have oxidation and loose rail joiners to deal with.
Rolling stock is mostly in the 3-5 each range, some better than others. You sometimes see them go as high as 8-10 with the box, but in my experience everything in the picture can be found pretty cheaply. This looks like a lot of fun, but not a lot of "value."
That being said, it wouldn't surprise me if the seller wants something like $150 or more for it. Everyone thinks they have treasure. All in all, I'd buy it if it was cheap.

I would pay up to $50 at most.

The yellow CP switcher and caboose are both made by Tyco and are fairly scarce. Unfortunately scarce in this case does not equal value. Just throwing that out there for future reference. If I came across this lot at a flea market or something, the most I'd pay is $30.
It's worth no where near $200.

| 200 US is crazy. I'm with DaCheez...if I saw this lot 30 bucks is about all I'd give. Someone else might give 50 or so, but not me. It's just all common stuff you can get anywhere for cheap. I love Tyco, but at some point you have to acknowledge that you're not getting the best of the best, quality wise. This is an excellent box of fun for 50 bucks at most. It's not something to invest money in.

The Kellogg's CenterFlow hopper appears to be the somewhat rare red-letter version. Don't know what it's worth, though.

My 2 cents, if I were interested in these, I wouldn't go any higher than $40, maybe $50 if you just GOTTA have something in there...
