When this happens?? 
Active Server Pages error 'ASP 0113'
Script timed out

The maximum amount of time for a script to execute was exceeded. You can change this limit by specifying a new value for the property Server.ScriptTimeout or by changing the value in the IIS administration tools.
I'm using the lowest setting on my cam which is 3 MP  & it STILL won't take after 47 tries???

Busss, You've loaded plenty of pictures, before. New camera?
You should reduce the size of the file. 3mg is too large. I think I reduce my picture file size to 87kb or something like that. 800 x 600, maybe. I'm not real sure but, it's much smaller than what you are trying.

no same Polaroid 12.0MP cam I use all the time i just use the 3M mode for better pix which is 2048 X 1536 or 4"X6" besides 16:9 is widescreen & VGA IS E-Mail & a cheap mode

I just checked the file size that I upload to the forum and they are 224kb, typically.

Anything much more than 800 pixels wide is a coin toss whether it'll upload or not. If it does, it becomes a pain in everyone's neck as the huge picture downloads every time and is reformatted smaller by your web browser.
Sometimes you'll see this as you open a thread and, as it's downloading, huge pictures overflow your screen. Then after a wait, the page pops up with all the pictures resized to fit the screen. If you're on a Windows operating system, you can probably edit the picture in "Paint".
Paint has an option at the top called "Resize" which gives you the option to resize by pixels or percent. Choose pixels and resize the width to about 600 or 800. The height will automatically be changed to maintain the original aspect ratio. Save the resized picture and upload it.
Caution: If you want to keep a copy of the picture in the original size, do a "save as" to a different name.

I still recommend Faststone as the most convenient image viewer/ resizer, etc. out there.

Give it a spin. There's no reason you can't take photos at the full 12mp, then do a quick resize and adjust the image quality slider for a reasonable file size.
