They are Train Miniature. TM imported a drive from Japan and also had drives that used Athearn components.

I can see from here Athearn trucks on at least the third (bottom in pic) unit.

On the top and bottom units I can kind of make out what looks like four holes in the bottom of the fuel tank. That always sticks out to me as the Athearn motor mounts.

This is one of the Japan made dummy chassis.

the three i got are all athearn powered or athearn dummy chassis,for $13.50 i am not complaining,the scheme is the halifax south shore railroad (fictitious) ,based on the halifax south western railroad,in 1918 taken over by canadian railroad,ken

The Mashima motor is an upgrade over a stock Athearn. Looks like maybe the unpowered had a motor in it once too.
