I bought this shell a my local hobby shop a while ago, it was on consignment in the discount bin. Then not too long ago, while looking at tony cook's train resource site, I saw pemco made a similar phase 1 amtrak shell. However, pemco only made 1 engine, and also the shell I have has a different pilot and steps. The shell is identical to the life-like f40ph but according to the same site life-like never made a f40ph in phase 1 paint, and such an engine never existed on the prototype either. Does anyone have any info on this shell?
Oh a word of note, the lettering is not backwards in real life, it is just the camera on my computer.

Looks like a Athearn FP45 Amtrak shell.
A F40PH would be shorter....

I don't think the terrible picture did justice to the length. It is about 7 1/2 inches long, not much longer than any of my 4-axle locos. Sorry about the confusion, I think the photo software distorted the picture. Here's a better picture

FWIW, there were four F40PHs made that I'm aware of:
Life-Like Pemco Bachmann Walthers Trainline
It's possible the Trainline unit originated in someone else's tooling, the Trainline FA started as the Train Miniature FA, the Trainline GP9 shell dates to the Cox unit, I don't think any of the tooling they used was original.
Both Bachmann and LL have multuple drive incarnations, the Bachmann was sold as a Spectrum most recently.
The shell has no numbers or markings inside?

On the topic of Trainline FA's, I bought a pair off ebay once only to discover they sure didn't LOOK like trainline... turns out they're the original Train Miniature ones, superdetailed in custom PRR paint. Just learned that last week

Yeah pemco made a phase 1 shell. However the pilot and steps on my model look like life like, and pemco's f40ph was in a different number...leading me to believe this is a life like paint prototype or something.
