Picked these up this past weekend. I have not as of yet identified them, but I believe them to be an early Japan import from ~1950:

That is fine Sean. It would be cool to see it running. Be interesting to know what year that was made; like back when the trees were short.

Hi again Sean. I'll start with . I don't know who made them! Next the tank doesn't belong with them. It is too narrow. Looks to be the same with as the tender. The Engine, box cars and gondolas are kind of wide. This is a job for Kenny, as they appear to be made double O, running on standard HO track. They also appear to be brass or another sheet metal. I would guess made for the English or Asia market, or just plain toys. frank

Hi Frank, My intention is to send photos of them to Mr. Kenichi Matsumoto in japan. As co-author of the Brown Book on brass, I think he may be able to give me more insight as to their origin. He has even been able to supply me with the last name of who he believes to be the creator of the locomotive who was under contract through Tenshodo.
Just been too busy this week to put an email together. Ever since he identified the pre-production HO scale hand made Tenshodo Northern Pacific MINNETONKA 0-4-0 brass steam locomotive I posted last week, I have been included in several group emails with him and two other friends of mine in their quest to identify locomotives they have as well as share photos of each other's layout. Mr Matsumoto's layout is quite an impressive site.
If my opinion matters however.. the only outcast I see is the redboxcar, if it is an outcast at all. I have owned/sold a few other cars similar to this is in the past and I can assure you they are not OO scale. They are small and in fact would be easily fit into an HO scale narrow gauge scene. I have no doubt the tank car is original to the set.
The tender is most definitely originally part of the locomotive.

My set of the week is a set of 3 cars that I usually operate as one. They're MDC short flatcars with the gondola sides on them. One is loaded with sand, one is empty and one is loaded with cinders.
The one with sand is delivered from a staging track to the yard and spotted by the sand house. Between operating sessions (times when I take a notion and operate trains). The sand car is swapped out for the empty one. The empty car can then be switched over to the ash dump pile. Again between sessions, the empty car is removed and the one loaded with cinders replaces it. Then, the carload of cinders can be delivered back to staging.
Here are the pictures:
