The non-RC vehicle gear boxes by Tamiya, are they of any good quality? I found one with a 2 rpm speed in a 4 speed box.

I have the Tamiya planetary gearbox, I"m using it in a non-railroad, secret project.
 Overall I would say that the quality is good. Precision fit parts. These are straight cut gears so it's a little noisy, especially with the full reduction ratio which I think is 144:1.
If you are going to power a diesel loco, I don't think it's a good idea. For one, I don't think it will fit and second they don't look like they are made for prolonged use. No metal bearings, just plastic on plastic.
For powering say a drawbridge or turntable, I think it would work very well.

I looked under the Tamiya website, found nothing, any idea on what they are cataloged as?
I wouldn't mind having a look!
