My Ahm (non-rivarossi) 0-6-0T waddles badly. Everything is checked and OK'd. It seems as if on the engineer's side, it's a empty pocket and seems too light. Could that be the problem?

I have one that with proper maintenance never fails so I dont know if weighting is the issue but on my a-3 I feel is too light. If it runs better with slight pressure downward aka gently pushing down on it then it's certainly a weight issue. Any engine that doesn't have a pilot or trailing truck waddles to a certain degree, some worse then other.
