No, the Bachmann Trackster has a very fine shaft, and a tiny plastic gear. Nothing like these...probably for a full-size engine. Looking thru my plastic case of truck parts, I see the Tyco MU-2 power truck has wheelsets much like the ones you show here. Other makers used them, too. Definitely NOT Bachmann, though.

They are the size of the truckster wheel. The Tyco MU's are way too big.

With nothing else to scale it to visually, it's hard to tell, then. The axles are WAY thicker than the Trackster, though. Maybe these are N gauge wheelsets.
One other possibility is that they're Trolley axles - Those have gears, and the wheels are smaller on some models. My Bachmann cablecar has small wheels, and I'm assuming the powered ones have gears much like that.

The clue here is the part number. 4861 is probably the catalog number of the complete locomotive/track car. 08 is the number for this part. 50 is the original price. So if you can come up with something with small wheels that was sold as a 4861 (or possibly that's the first roadname or paint scheme) that's what I'd compare with.
You might have a look at the Bowser metal PCC trolley, and a couple of others - I forget who made them origially before Bowser bought the tooling - but that might be what they're for, my dad has one of the PCC's in a box someplace and these wheels remind me of those.
