I would start by checking the heating element with an ohm meter. You would have to disconnect the smoke heating element from the rest of the circuits to check it properly. If it conducts at all, then maybe it's all gooey and needs to be cleaned. I'm not sure how to go about cleaning one. Maybe vinegar??? .. works for a coffee pot, right?

Sorry to revive an older topic. New to the site and have searched all through it for a way to fix my Chatt 2-8-0's smoke. I can remove the front of the engine, the cover with light on it, but there appears to be no way to get the metal part out of the engine that is behind that cover. I will try to get some pictures posted so you can see what I mean. Any help would be greatly appreciated.

Wahl clipper oil works for smoke oil. Seems as if working units in these 0-8-0 and 2-8-0's are hit and miss. I have a 2-8-0 with a working smoke unit.

Royal Blue, sounds like its gotten overheaded and burned the electrical wire that supplies electric to burn the oil to make smoke!
I may have one a new one that I know works in interested, PM me!

I could never get these units to produce any visible smoke while running, no matter what fluid I used. The smoke elements resemble a bulb filament that gets orange-hot, and it's wrapped in fiberglass wick material.
You have to disassemble the whole loco to get the boiler weight & smoke unit out, which is what you're seeing with the boiler front removed. After removing the front and rear screws, you have to separate the upper & lower boiler castings, which snap together under the cab. The weight can then be pulled out. Be careful if you try it... many of the boiler castings are brittle from the Tyco smoke fluid.
