As used for cars, locos, and sets, my best guess is phase-in around 1955, and phase-out in 1958/59 (1959 was the intro for redbox but a few early model-year sets and old stock was still available in blue). They were a baby-blue and looked very similar to the early red boxes with the exception of the wrapover plastic window.

"Blue" boxes of sorts were used again for sets and building kits in the early 90's. The standard dark brown border was replaced with blue, a design still used by IHC. No cars were ever sold this way.

The box in your picture was introduced in the early 80's... definitely in use by 1982, and only for locos (and trolleys). The Electronic Sound of Steam car did use similar "chocolate brown" box though. The loco box is odd since it has a wrapover window, but the inner packaging renders it pointless. I wonder if further development was intended before the Savoy Group killed it off.
