Thanks NC shortlines, according to Tony Cook's site on Cox trains it says:
"Nearly every manufacturer seems to have some unique items in the form of specialty and/or promotional train sets. To date, I know of only one for the COX line. The Robin Hood set was produced for a Canadian grocery store company. The set featured unique and exclusively decorated items made from various models in the existing COX line."
Thanks to Tony's website as soon as I saw it, I knew what it was.

DaCheez, I'm not sure. One of the other cars that were available in the set was a Bicks Pickles Piggyback trailer on a flat car. I am wondering if Multifoods Limited was owner of a grocery store chain or the owning of Robin Hood Flour and others like Bicks...

Correct. Bicks Pickles, Markham, Ontario, is a division of MultiFoods.
