There's lot of information about this "object" underneath the picture, just scroll down. Has been SD35 #1530, now a dummy unit for track testing.

Yea like Martin said its a track testing unit, in fact its really not a locomotive at all it just looks like one. The cab was added a short awhile ago so engineers could better moniter the equipment inside, and I think the fuel tank powers a onboard generator for the equipment. Either way NS needs to repaint their whole fleet like that, it would be like a modern day Pennsy fleet!

Speaking of which Norfolk Southern has really been building alot of neat stuff recently. They converted a couple of SD50's to what they are calling a SD40E. These are mostly being used as helpers on horseshoe curve.

Also they have built some road slugs that have traction motors but no onboard combustion engine. Rather they just pull power from its parent unit (usually a GP). Due to the name I'm wondering if railpower had a hand in building them. Notice the total lack of vents or fans on the long hood.

The SD40E looks pretty slick. I like it!
