What is this?

I recently purchased a Tyco Blue and Gray Centennial set and this was included. It looks like a horn mounted on a rubber donut and don't believe it belongs in this set. Any clue what this is?

You don't give dimensions, but it appears to be an 0 Lionel 3-rail F unit roof mounted horn.
They were just like that, turned horn, inserted into a blackened "L" shaped frame, peened over at the rear of the horn, with two tabs hanging down (like yours) bent over to retain in place.

Almost looks like a hogged out old toy rubber tire it's stuck in.
Length of horn?

Thanks for the info and the reply! The width of the donut is approximately 7/8 of an inch and the horn itself is half an inch long.
