Well I should not be surprised, but I hoped since it was NOS that it might have a chance of running, suffer again. Out of the box, I popped the shell and found a loose brush retainer screw, that spring was still there so I gave it a few gentle turns to secure it. I opened the gear box and lubed it with fresh grease, and the tiniest bit on the bearings.
Put it on the rails and lights, camera, NO ACTION. Not even a hum. I was able to manually turn the motor, there is nothing freezing the gears or motor. All wires appear to be in shape.
Fortunately, I have an SD40 BB chassis ready to go to replace this junk NOS Philadelphian Chinese product.

You need to check your power right from the tracks to the motor brushes and make sure it is getting there. If you have power to the brushes you need to look to your motor for the problem. frank
