Recently picked up some HO and the box side only has number 6942 on side It s Tyco set box with assorted pieces

It measures 12 x 24 inches implying the set is small

BUT the contents were slightly hap hazard AND the only info I found online is it was a Penn Central Passenger set


Checked the Brown Box page numbers do not match with or without power pack (My guess t here was no pack originally)


Could it have been a promotional number ( No special cars were found)


Thoughts?
