I got these three sets at a show on Sunday.
there's something special about them.
But what is it?

The first picture shows they were $0.75 each. That is special in itself! The one looks to have a helper motor or extra break hardware or something molded on.

My guess would be an electrical generator driven off the truck axle.

That's not a helper motor, that's a generator. The wheels spin the "motor" and creates electricity for the car.

Most likely, that is for some sort of passenger car.
