The first picture shows they were $0.75 each. That is special in itself! The one looks to have a helper motor or extra break hardware or something molded on.

That's not a helper motor, that's a generator. The wheels spin the "motor" and creates electricity for the car.
Most likely, that is for some sort of passenger car. Nice steal! If I can't fix it, I can fix it so it can't be fixed.
