I came here with the hopes that someone could figure this out one of many paperweights I have

It appears to be a Controller/power source for a Swiss based Meccano Erector type set(checked online)

Did it control a car train(which could be buit)or other veichle?

Side note it was bought at Bloomindales

the watchman's hut that you show base of is a model master model

charbens were about in the 50s
http://www.charbens.info/
Miniature Masterpieces' was formed through an alliance of Lou Glasser (Revell) and Steve Adams (Adams Action Models) in 1953. Although having the appearance of an independent company, the firm was run by Revell down to the prototypes being made at the Revell plant. However, there was no evidence of the parent company on the surface. The State Coach of England was the first kit, issued in 1953. More kits of excellent quality followed. Revell completely took over the line in 1954, lifelike bought a lot of the molds and re issued them

the crane is by cko kellerman of germany
