Chops, it's a smudge pot, used in the early 1960 in our hometown around areas of street repair. These have a fair little flame that burned on top and better visible at night. Since replaced by the yellow signs or yellow blinking lights or now the neon road barrels or cones.
I spotted this at an antique shop about 25 miles from home. My wife knew that I had interest in it, and went back the next day and got it but I didn't know this until yesterday! A neat little piece of my history.
I'm thinking of a sandblasting clean and a coat of low gloss black paint...
