I know it is a functioning HO Power pole but who made it?

That is a trolley pole for the trackless trolley/bus systems that came out in the 60s and 70s, probably Brawa or one similar. The overhead wire system was the two separate wires that helped steer the bus around the layout.

Eheim and Aristo Craft also sold that trolley bus system ( look up Trolley Bus Eheim, and you will find these on Ebay ). I just got a boxed set a few months ago, a big score for me, they're not cheap. Let me know how many of those poles you have and what you want for them, when you get around to selling them. The hardest thing to find though are those flat metal stringers that go between the poles.
