Yeah, those are normally meant to have cabs, but BNSF ordered theirs specially like this for yard switching. A "GG20B-B" I guess. There's actually lots of radio control locomotives in the states. For example, lots of steel mills have old EMD end-cab switchers refitted with RC controls, and lots of coal mines have (or at least did in the 80s and 90s) old Alco S-series switchers turned into all sorts of slugs and radio-control units and frankenstein car-pulling monsters. I think even the UP has some RC-equipped locomotives somewhere, don't remember what sort

On our trip out west last year, we stopped overnight near a big UP railroad town (well, big to me - maybe not to UP) in Wyoming. The town had a long pedestrian bridge setup over the rail yard so you could go out and watch the yard action - and there was a good amount to see. It's also right above the engine service facility, so I was treated to them blowing the carbon out of diesel unit. Pretty awesome But anyway, back to the point - they had a RC-control diesel out working the yard. I think that was the first one I had ever seen in action - kind of stange to see a diesel doing yard movements with no one in the cab!

In West Chicago, IL, I've seen UP GP15's with a cab and radio control. The operator runs the thing from the cab when it's going between yards and then climbs down when it's time to switch. He can run the engine remotely while doing all his own ground work (uncoupling, throwing switches etc.).
