Could it be that CSX chose its paint scheme from the Virginian colors. There is a close resemblence on the yellow and dark blue. Just some food for thought. Look at photos below of a TYCO alco 430 VIRGINIAN and an BACHAMNN CSX -40 LOCO.

I saw this post of yours and sat right up in my chair because I have a Virginian here and the color scheme is @ reversed from the one you show in your pic. Take a look.

Never mind I went back to Tony's resource site AFTER I wrote about the colors and saw it is supposed to be that way even without the numbers. Thought i had another oddball color scheme sorry.

I always interpreted the CSX "Bright future" scheme as having taken the gray from Seaboard / Family Lines, and the Blue & Yellow from C&O / B&O. There was a C&O scheme used on F units, that actually had all three colors - Blue, Yellow, AND Gray - in much the same shade.
The new "Dark Future" scheme, with the more golden color, is all C&O.
But I never did think about Virginian... the colors are similar. But didn't they become part of the N&W?
