Just found this tonite!! Along with big gauge wire Any guesses what it is? (I do know )
 No it doesn't work(YET!) But I will get it fixed soon

Since I don't see any electrical wiring, I was thinking it might be a drain cap, to keep debris out of a drain. Big honker, no doubt.

It's painted even though it's made of weatherproof materials, therefore it is meant to be seen.
It has openings with a screen, therefore a fluid passes through it.
Air would be the fluid in which it would be seen (as opposed to under water or something).
The cone facing upward suggests that the air is flowing downward toward the pipe to which the set screws attach.
Therefore, it's some sort of air intake on a pipe. The volume of air is somewhat restricted by the cone, inside. So what's under the cone? Perhaps a filter element inside a round tubular housing?
I'll guess it's the air intake to some sort of stationary engine. Perhaps an emergency generator set.

Crossing Gates... there's chimers instead of a gong-type bell... it's an electrical chime.
The screen mesh is so that birds do not nest inside these high-perches''' as birds do in bell towers.
C'mon... you also mentioned heavy gauge wire... might wanna keep it under wraps... someone may think it's stolen material... all that copper.
Granted... you did say you weren't gonna give the answer until the weekend.

To be exact, it appears to be one of those General Signals electronic crossing bells. They have a nice sound; better than the electronic bells WCH makes (and the MBTA uses on their crossings)...
As for the older-style mechanical bells, I like Safetran the best!

Now don't you guys feel stupid as to what it is now?  wiley209 - I've got one of the old mechanical bells by WCH Only things it needs is the rainguard & the base Plus the screws 
Also I been taking out the rusty screws (Ever heard of STAINLESS screws?? sheeeesh ) Couple of them will need to be drilled out & I will replace ALL screws with stainless steel screws

If the bell still works, you could wire it up as a doorbell. 
There's no way not to hear someone at the door, then.

Darn I checked it & the chips on the circut board are blown  & it is a WCH bell too  Oh well untill I find a board for it it will stay in my garage

That is unusual; it does look a lot like a GS bell. WCH e-bells typically look like THIS:
 (Same crossing as the video I posted.)
I do hope the MBTA switches over to using GS bells instead of those WCH ones. They have a MUCH better sound!

If I give the dog taffy first, his mouth'll be glued shut and he won't be able to eat the pancakes until I'm done. By then the aluminum paint will make the pancakes less appetizing.
