Interesting concept. I've always just used a spoon to distribute the ballast and then a paint brush to spread it and remove it from the tops of the ties. I guess the advantage to the tool you posted would be even distribution right off the bat. Based on the picture though, it looks like you'd still need to go back and clean it up a little.
What does the bottom of the tool look like?

I've used cups, and lately old spray paint caps. allows me to carry enough ballast and level out certain sections.

I seen a different one & it had wheels, was large like O scale but it fit on HO track

Never used one - maybe if I had miles to ballast, it would be worthwhile to me 
Seriously I enjoy ballasting, I use a plastic cup and have a set of brushes to "groom" the ballast. But if ballasting is not your way to have fun, it looks like a good way to do it uniformly.

On my club's HO modules, we just used the blue painter's tape on either side of the track to keep the ballast line sharp. Although you've already got grass down, that may not work well. I've never seen a ballasting device like that myself. Pretty neat. Again, one problem is that if you go to brush the excess away, it will go past the boundaries of the device, and fling about. Not sure what you can do about that.

I can imagine it ending up on a shelf or in a box next to the Chia Pet and the kitchen utensils that are only advertised between Thanksgiving and Christmas. If you have to clean up after it with a brush the same as if you used a cup, you'll likely just use a cup.
