The black plastic pieces on either side of the truck? These are usually referred to as "truck frames" or "side frames".

Can they be popped off without breaking them? Technically, no. The sideframes are mounted to a metal tab that is part of the truck. The metal tab has two holes in it while the sideframe has two tabs on it. To fix the sideframes in place, Tyco melted these two tabs inside the holes so that the frame could not come lose.

When replacing tires, it's sometimes possible to install them without removing the side frame. You can try using a small screwdriver/toothpick and a pair of tweezers to wrap the tire around the wheel. If that's not working, gently pry the sideframe off with a screwdriver and glue it back on when you're done.

Hope that helps!

I just replaced the O-rings on the GP-20 engine, and I didn't have to take off the side frames.

In the bottom picture, the Mantua traction tire is on the left ( bigger black ring ), the smaller brownish ring is the GP Sorenson Fuel Injection o-rings someone mentioned in another post on MU-2 repairs. They're thicker, stiffer, and would require removal of the side frames to get them on. I stole a pair of original tires off an F9 unit that had cracked plastic wheels on it. So you can replace original types without having to remove the side frame, but any thicker O-ring will probably not go on that easily. FYI....
