I bought this in a box of bits and pieces at my local hobby store. It is a yellow plastic thing which reminds me of a crane of some sort. It comes in three pieces, a top part and two legs, both of which legs have an I-beam at the top which slides into a T-shaped sort of hole on the top part. This is all that appears to belong to this thing, I am wondering who made it and what it is.
The manufacturer did the favor to my little HO people by adding a ladder and catwalk to this, albeit unrealistically thick ones. This piece looks like a Tyco, but I'm not sure.

Just answered my own question.
It is a Lima container crane that is missing the base and truck ramp and the sliding crane mechanism, which looks similar to the tyco piggyback crane, albeit shorter.
I will attempt to find parts to build this.
