Plowing ahead with mine, I picked up a hobby shop " attic find", the store owner and I were going through his HO stash looking for couplers, and I found some stuff I wanted. This being one of them. Hadn't seen this style plow before, so I just had to have it. I think an athearn-based piece.
Needs a bit of TLC, but doesn't look too banged up.

its called a Spreader Plow, AMC
There are blades on the sides that spread out over the tracks & can be retracted for obstecles Such as buildings & signals close to the track
