Since starting my new 2nd job as a model train repair tech, I decided I needed a cradle of sorts to hold the engines while bench-working on them. I had some wooden ones at home, but wasn't totally satisfied with them, and they're bulky. So, having oodles of 2" PVC in 2-foot lengths, I took some to regular work, cut them on the bandsaw, and proceeded to turn them into something useful, finally. here's my results, they work great for HO diesel and steam engines both. I made a long one (18 inches ) for large steam engines, and a 12 inch for regular diesels and smaller tooters. I bit of work on the drill press to make mounting holes, and it was finished in just a few minutes time. Nice to have that bandsaw, for sure, that made short work on the lengthwise cuts!

Is the base the leftover part cut off the cradle?

Ha ha! Good CATCH there! Yes, I reused 99.999% of the PVC, just didn't have any use for PVC dust shavings. I cut it just off dead-center, used the smaller part for the base, the larger for the cradle part. Minimum waste, maximum usage! Very stable, too, even the big diesels won't tip it over, it's got a wide enough base footprint to keep it steady. And not near as bulky as a 2x6 wooden base cradle I made. I drilled one end holding the top on the bottom piece, attached it with a bolt, then drilled the other one, so it kept it in place. Like I said, with a bandsaw and a drill press ( side by side ) I literally did this in minutes. Your results may vary.
