You can use spray adhesive or plain contact cement to glue sandpaper to wood scraps, dowels, paint sticks, etc. which make great shaping tools for pink foam scenery. We used to rough out pink foam mock ups for packaging volume studies.

Well now I'm going to be forced to be a jerk I used a lot of Maple trim at my old job, working for the state of New Hampshire, making trim for inside State Liquor stores.....The cut-offs, I'd bring home, its hard wood, and solid!
SO, being it is good stable hardwood, it was GREAT for machine shaping, and I would either contact cement sand paper to the shapes, with different paper grits, OR make flat sanding blocks, that had the use of Aluminum foil package cutter edges and make them press into a slot cut into the Maple to hold the sand paper with a second piece, to be screwed to the bottom section to hold the paper onto the hand made sanding block that can have the paper removed when wore out. A small 3 foot hand "brake" for bending flashing for window and door trim covering in the "siding" world, helps a bunch for making this type stuff!
