Having posted (correctly) in the identification section of the Forums regarding the origin of my caboose with the metal chassis, I know move to this area as it has become a rehabilitation project.
I initially gave it a bath in SuperClean, the cleaning solution I buy at Walmart (Auto Supplies). The soaking lasted several days and removed the previous owners Pennsy color paint from the shell, as well as his decals. The " C E & I logo which showed thru the secondary paint coat as outline ridged letters was also scrubbed, but the letters themselves still appear as ghost images on the underlying shell, although they are flat and can be easily covered now.
I gave the shell a second bath in 91 alcohol, as there was a "texture" to the remaining paint that remained.
Two days later, now, that "texture"- a slight grainy aspect to the plastic surface- remains on the sides of the shell to some extent, but has been smoothed by the alcohol bath- I think. I don't want to continue the alcohol bath, as it might result in a drying of the plastic shell to the point of brittleness, despite the relative thickness of the shell material.
I don't know what the reason for this texture is- it may be a chemical reaction of the original paint and the plastic, as the formulation of that plastic dates from over 50 years ago. Perhaps some absorbing of the paint by the plastic accounts for this.
The next step is to do a soap water wash and then let the shell air dry for a few days.
My plan is to primer coat the interior with gray, then mask the interior openings and use just a spray can red primer pint on the exterior, to represent boxcar red. I will upload images on this project next post.

I've seen that etching on some stripped shells. If the lettering paint was lacquer based, it may have slightly dissolved the plastic, leaving a permanent afterimage.

Thanks Nels, etching- that was the idea I was reaching for in describing the remnant textured finish. The amount of rivet details and their location prevents me from doing any general sanding on those rough areas, even with 1000 grit wet/dry paper, so I will run a uniform color over the exterior and decal it. It is actually an artifact car, and the simpler I make the rehab, perhaps the better.
