So everyone knows about my whole house layout that is getting back under construction. As part of this, I am going to have self-guided tours so visitors can learn about the layout without me having to explain everything, remember everything, or in general possibly overload someone who doesn't have the questions I might have answers for.
I know that museums (especially large ones) have a self-paced tour machine that they can give to visitors. It has a proximity sensor and will play information about each exhibit. However, I'm on a smaller scale.
My thought is to use an old phone to play mp3 files. I have an old iPhone 3 that I don't use or I could get an Android phone easily. The app would be completely local on the phone. Its only function would be for someone to either tap a numbered button and then play the associated file (no more than 12 files), or to type in a 2-digit code and then tap a "play" button. This is more likely as I have plans on more than 12 items.
This would allow me to add new files over time, people could get information about each structure, allow me to add in new structures in a modular format so I can do things like have two versions of a building - one for summer and one for winter, take out businesses and put in new ones, rotate things up so I can make it new and visitors can have fun with the different layout changes.
I don't need this to connect to wi-fi or anything - the thought is to keep it in the device, and if the device gets lost or broken I can replace it easily, or even have multiple devices when I'd have more than one person visiting the layout.
I have several sources for a narrator, so I have that covered. I just need someone to help me find or build an app like this.
Can anyone help?

I also have plans for running the railroad at night - completely in the dark, and the whole layout will be lit, which gives different recordings - some shops are closed, others spring to life or have new recordings, etc.
