OK I ran leads to the poles...ran from both trucks to check wiring (good) light works but no hum, no buzz, no smoke ..NOTHIN What should I do? Is it worth tearing down or should I get another motor?

Check the brushes and that the springs are applying pressure to them, and try powering them directly. I'm sure it could use a good disassembly, cleaning, & re-lube. Polish the commutator if it's dull or tarnished.

I've come across an Athearn engine where the armature was rusted to the magnet. I was able to free it with a bath in liquid wrench. If the motor is rusty as you say, I'm sure a good cleaning wouldn't hurt
