How is that even possible? Is there steel scaffolding in there?

For the most part they just look like average people, obviously UP employees and not actors, but that woman stands out because it looks like her hair is trying to eat her head. I grew up in that era, and I've never seen anything like it.

It looks more like late 60's to me based on the styles, maybe '70 - '72 at the latest.
