I had this one happen to me a few years ago:
This popped up as the next window after I typed in my username and password. I tried to revise one of my listings as was stopped short here. I went directly from both my official selling page and the actual item listing and not from any email or other internet site, which was the astonishing thing to me.
Any moron with half a brain however should be able to just read the text and realize NO eBay webpage is going to ask all this info and use such poor grammar while doing so.
This obviously came from some non-English speaking country. I contacted eBay immediately. At that time, it was the first time in 11 years with them I have ever seen anything like this.

I always manually type in www.ebay , never use a search engine, hyperlink, etc. to get me to ebay, papypal or such. You can be redirected from a legitimate source, i.e. an ebay auction page with "signin" at the top.
I guess we all know it but, if you yourself have not solicited a specific page for your personal information; then don't fill in the info.
I had one that said, if I didn't fill in the information they would shut down my ebay account. Fine, go ahead.
