I have a Rivarossi 0-4-0T and saw that NWSL makes a regear set for it. Are they lowered gears or what? I want this little pup to pull as much as she can!

Yes, it's a much higher ratio/lower speed combination. You will have to remove one driver to replace the axle gear, so you'll have to put witness marks across the wheel & axle to make sure you get it back on in quarter.
