It's not personal, it's an anti-spam measure. There used to be a big issue with spammers creating new accounts and running hog wild with mass PMs - that went away when the rules were implemented.
Hang around long enough and/or make enogh posts, and you can send PMs. Unfortunately I don't remember whatthe threshhold is (oops) but it should be relatively low. If New_York_Central sees this he may be able to take care of you.

As Tony pointed out it is an Anti-Spam measure. The threshold is set at 25 posts. I'm not able to make exceptions or overides as I have things set up now.
Dig up some trains and share quicker! Sorry, wish I could help you out right now but I am unable to.

| Thresholds reduced to 10 posts for availability of email and PM to others. I think that's a reasonable number.
