Hello guys,
I won this gem on eBay and few seeks ago. I knew I wanted it because I had never seen one before. I was hoping that someone could tell me a little about it. Is this a fantasy paint job, or did Soupthern Pacific have this in their collection.
Thanks guys!

The Southern Pacific used this scheme on several rebuilt locomotives in the early 1980's. You can read about one of them here:

That's because it is, or it was. That's post-1977 Mantua, which is when the family took the name back along with a lot of the products.
I never considered much, but a lot of the 70s-80s Mantua runs are probably quite rare, there's no way they were selling in the quantities even 1960s Tyco items sold. Maybe that will be the next hot collector line.

Mantua made the SP GP-20 (406-11) from 1980 thru 1982.

5625 and 5628 were GP20 EMD Demonstrators. They were renumbered to 7234 and 7237. So the number on the model is incorrect. SP had 58 GP20's numbered 7200 to 7257. In 1965 they were renumbered to 4030 to 4087.
7031 is not a GP20, but rather a TE70-4S, rebuilt U25B's, of which SP only had four, numbered 7030 to 7033. Also these were the only four units that had this paint scheme. The color scheme was an experimental variation designed by Chester Mack in 1978. Nicknamed 'Popsicles'.
Had these units worked out SP was going to rebuild 50 other U25B's. But they didn't so they were put into storage and later scrapped.

Not easy to get. Bachmann had a similar design on a different engine type years ago.

That engine is awesome! I never knew Mantua made that.....
