If it's not that, could it be Tru-Scale? The open door is throwing me. Tru Scale had a whole series of work cars, there is a full set listed now. I think (but am not sure) that Walthers ended up with these.

In that auction that spider listed, second row from the bottom, car on the right hand side looks like it.
