I think this is an Atlas/Rocco SD-24. It doesn't look like a Tyco or IHC. I would like to find the rest of the parts to complete it, if it financially feasible.

I have the TYCO version and am adapting it to an Athearn frame. There is some milling work involved but, it's fairly easy. I think I'm using an Athearn SD-9 frame. Bought it at toy show
for a couple of bucks.
