I do not know about the HO line but Industrial Rail came out about 10 or 12 years ago with a line of O gauge cars that where targeted for the "starter market" very inexpensive and they had a quality feel to them...The line never really took off and was eventually sold to Atlas who continues the product line to this day and now offers cheap starter O gauge Steam locos.
