This is Bachmann's Disaster Crossing # 46-1201 accessory.

I have 2 of those new over the years and never could get the "under road mechanism" from the tow truck to slide into and connect to the stalled station wagon. Or worse yet, the mechanism would disengage with the car still hanging over the track and the locomotive would proceed to hit the vehicle anyway. Like most Bachmann track "hit-or-miss" (pardon the really bad pun) action accessories - this one I would have to say was probably a miss in 1982 when it first came out. My The Cattle Crossing accessory (also known as The Cowardly Cow and The Frantic Farmer), which Disaster Crossing is based on, works a heck of a lot better.
Just wondered if anyone knew of a fix that had to be done to make the mechanism work better.

HOSCALEMODELRAILROADER - At least it is living up to its name on the box - Disaster Crossing - The disaster is train hitting the car as you said. Just kidding - seriously - have seen these listed new in box on Ebay and was wandering how well it worked. At least Tyco's operating accessories - or the ones i have - operate as stated on box of accessorie - Bachmann - can't comment on except for the Diesel horn in tank - it is sick -sse my video under Bachmann section or go to youtube. You should make a video of this and post for everyone to see of your disaster crossing in operation or said operation

Warning! Danger!
I recognize the tow truck from that set -- it's the same as one that came with a set of trucks for Bachmann that I had in the 70's.

Most of Bachmann's operating accessory stuff ... was/still is junk. (Don't even get me started on their DCC Spectrum POS engines ...)
My first Bachmann accessory was the "Talking Station" ... it's microphone and speaker never worked. My father opened it up and found the microphone was never assembled - had wires running to it and a small speaker inside the station, but the wires in the microphone were not connected to anything. Even after we connected a microphone from a Radio Shack tape recorder to it, the speaker never worked. We returned it and after 2 more tries with similar results - got my money back and I think I used it on a Blinking Trestle Bridge that did work.
Later on, I found another one sealed NIB. Same issue (I wonder how many of these non-working talking stations Bachmann shipped out) - but a trip to Radio Shack fixed that. I took out the original speaker and removed the original microphone. Then put in a good mini speaker and put in a microphone mini jack along the base. The speaker required an AC adapter, but it worked fine for years. Later on, I stopped using a microphone and just used a patch cable to my computer to play train sounds through the station.

I have to laugh microbusss, this hobby is and always will be one where "out of the box" just won't do. You always find yourself tweaking something, enhancing something, detailing something - or figuring out how to make something work that never worked as advertised from the manufacturer. Keeps your mind sharp.
You have to keep in mind, when the talking station came out in 1978-79, it was (or would have been) cool to hear your own voice as a kid coming from your passenger station. Now we have digital Quantum sound in everything, mini video cameras in locomotive cabs, DCC ... it's an everyday thing so we're spoiled now.
