While reading the February 2010 issue of Model Railroader, I spyed this item in the upper left corner of page 12: "HO scale Electro-Motive Division GP20 diesel locomotive. Model Power upgraded former Mantua tooling for this new ready-to-run locomotive. In addition to the Union Pacific scheme shown here, the model is available in five other roadnames. It's equipped with Bachmann E-Z Mate magnetic couplers and sells for $47.98." The photo shows the locomotive with dynamic brakes. I don't know what (if any) alterations were done to the MU-2 motor, etc.

I think it has been mentioned in another earlier post in the last 6 month or so. I think it has the updated Mantua chassis with 8wd. I will look for them at the next show and I have been tempted to get an updated SD24 from IHC with the 8wd chassis.

To be honest, I don't see it as being upgraded much. The late production Mantua GP20 came with 8 wheel drive, 8 wheel pick-up, a Mabuchii can motor and single fly wheel. The "new" model Power version looks to be using a smaller motor and slightly different truck side frames. Oh, the MP version is also a tad less well ballasted.
To answer your question: 1 yes it does come with a dynamic brake blister that is removable, and poorly shaped. 2 The MU-2 is GONE.
