Anyone know what he is supposed to be doing? I've never been able to figure it out. Usually he just stands on rooftops waving his giant candy cane at people below.

I was gonna say a poor old hobo who has been searching for the curly part of his giant candy cane all his life. What a poor fellow.

He could also be a walking advertisement for the local barber shop!
