Ken, This loco was originally made by a company called Kusan in the 60's. It was made as a cheap train for kids to play with, some were even unpowered to be pushed by hand. In the late 70's Williams Electric Trains bought the tooling for these engines and sold them in train sets into the 80's. And now in the 21st Century the tooling was bought by Ready Made Toys They updated the drive train to have 2 motors, directional lights, and other changes. I have one of these locos and have to say it is one great running engine, and for only 60 bucks is a great deal for the money.

There is no prototype. It's a sawed off GP-7. The origional Kusan model was also battery powered. RMT recently came out with the "Beef" a sawed off F3 on the same chassis as the Beep you posted. Like Carl T states, they are a good deal. I think a UP 0-2-2-0 Blig Boy would be a cool entry into steam for RMT.
