Most likely it is a turntable shifter, a loco used to move other locs in and around the roundhouse. It would have been run from an extension cord drawing power from the turntable itself and thus wouldn't need a prime mover. Here's a similar one I saw on another forum recently...

Interesting... I assumed it was Photoshopped. So that's what became of NYC's old C-Liners. No opposed piston engine music anymore.

Walthers used to make very short passenger cars like the one in the second photo. The coach was called a Piker, and the Obervation was called the Oscar.

Hate to break it to you, but those pictures were Photoshopped by a man, I believe his name is Scott, for I had seen these on another forum, and the man came straight out and admitted it after tricking a newcomer to the rail communitty. But man, were they convincing!

Huh. When you guys mentioned the Walthers kit, I thought I finally had a line on where this guy I found at the haunt some time back originated from:

But when I got to looking at it more closely before pics, I realized it's made of Brass with a wood floor, and the trucks are sprung. Possibly scratchbuilt? Was the Walthers kit similar?
I didn't get the roof with mine. If it ever had one... seeing as how whomever built it probably wanted to show off the interior:

Anyway. This guy is available for sale or trade if anyone is interested. I was going to repaint it but I don't have the heart to do so now.

Yep, that is it. It came with a wooden roof that had to be hand-rounded w/ sandpaper. The sides were brass and all that. Aside from being just plain COOL they were also used as practice for the full--scale-sized and much-more-expensive kits made by Walthers. Perhaps you could make a roof out of a chunk of balsa ? But man, that guy sure did know how to decorate that car!!!
